Having researched I have found that their are a few films about Queen Elizabeth I, I have looked into the make-up and hair side of it, this has helped me to pin point what not only me but everyone else thinks they would look like as we only have portraits to go by.

You can see the similarity in these looks. Both have curled red/light hair, pale faces, rosy cheeks and lips, same types of hair style with the pearls and similar neck piece.
Elizabeth Rex (Play)

You can see the similarities here in the Elizabeth Rex play, big curled red wigs, hair adornment the same, white face, rosy lips and cheeks, extravagant dress, but in this one they have blocked the eyebrows out and draw them higher, I believe they have put their own amusing twist into this make-up as the play is more or a comedy play, so the eyebrows add to the comical look of the Queen.
